Here's the caption for the Capitol steps image attached.

Image shows several armed members of the Seattle Chapter of the Black
Panther Party for Self Defense standing on the steps of the Washington State
Legislative Building, February 29, 1969.

Notes: #4076. On February 28, 1969, a group of Seattle Panthers led by Lt.
Elmer Dixon gathered on the steps of the Capitol in Olympia to protest a
bill that would make it a crime to exhibit firearms "in a manner manifesting
an intent to intimidate others.?ǥ In contrast to a California demonstration,
they did not enter the building and they were not arrested.
